I went to a craft show and someone was selling pine cone firestarters. I thought I could make them. I think it has some sort of parafin or wax coating that you dip the pine cones in, but I am not sure what the concoction is. do you know?

My best guess would be to dip the pine cones in melted paraffin or candle wax.This would certainly make them inflammable.
